Background

The Presidential Campaign Support Committee (PCSC) is submitting this
proposal a follow up to the 2004 GPUS Presidential Nominating Convention
floor rules, as the committee continually felt that an endorsement process
should be an element of the convention distinct from a nomination process.

According to GPUS bylaws, rules proposals require a 2/3 vote in order to
pass. The proposal will therefore require a 2/3 affirmative vote to
pass.

Proposal

If the convention chooses not to nominate a candidate for President
of the United States in the 2004 election, a presidential endorsement
vote shall be held upon a motion, second, and simple majority vote to
hold such an endorsement vote.

The endorsement vote shall be conducted using IRV, with no
endorsement as one of the candidates. The ballot shall be open (a
list of numbered, blank spaces), with no eligibility requirements.
Exhausted ballots shall be counted as abstentions. No endorsement
votes shall be subject to the same IRV elimination process as any
other candidate.

If a candidate other than no endorsement wins the endorsement vote,
then the Green Party of the United States endorses that candidate for
the Presidency of the United States.

NOTA and similar designations shall be counted as no endorsement.
