Background

NOTE: Quorum is 32 states/caucuses at this time.

During the 2016 Quadrennial Presidential Nominating Convention, the Credentials Committee lacked any basis in the rules to use to exclude Delegates known to be members of opposition parties from receiving credentials to the Convention. This proposal seeks to close that loophole to ensure that the Green Party's Presidential nominee is chosen by Greens without interference from other parties.

The GP-US Bylaws Rules Policies and Procedures Committee has voted unanimously to endorse the following proposal for consideration by the National Committee.
 

Proposal

Resolved, that the Rules of the Presidential Nominating Convention of the Green Party of the United States are amended, in Article II, related to ‘Convention of Delegates’, by striking Paragraph 2-1.1, in its entirety, which reads:

  2-1.1 One Delegation Per State, District or Territory

  The convention shall consist of one Green Party delegation from each state entitled under the
  U.S. Constitution to choose members of the Presidential Electoral College, and from those
  territories and districts of the United States that are currently disfranchised.

and inserting in its place a new Paragraph 2-1.1, to read as follows:

  2-1.1 One Delegation Per State, District or Territory, consisting of Green Party members.

  (a) The convention shall consist of one Green Party delegation from each state entitled under
  the U.S. Constitution to choose members of the Presidential Electoral College, and from those
  territories and districts of the United States that are currently disfranchised.

  (b) Convention Delegates are subject to the following conditions regarding their political
  party affiliation:

  (b)(1) In states where voters can register with a state party accredited as a member party of
  the Green Party of the United States – those named as Delegates to the convention must be a
  registered voter of such accredited state party; or

  (b)(2) In states where voters can register to vote with political parties but one cannot
  legally register as a voter of an accredited member party of the Green Party of the United
  States, a Convention Delegate may not be a registered voter in another party; or

  (b)(3) In states where party membership is not defined by voter registration, a Convention
  Delegate may not also be a member of another party.

Resolved, that the Rules of the Presidential Nominating Convention of the Green Party of the United States, in Article II, related to ‘Convention of Delegates’, Section 2-5, related to ‘States without a Green Party’ and the power of ‘15 individuals (from that state),... by joint resolution (to) call a statewide convention’ for the purpose of naming Delegates to a Presidential Nominating Convention, Paragraph 2-5.2, is amended by striking in its entirety,
this paragraph which reads:

  2-5.2 Those initiating the call and attending the convention are subject to the following
  conditions regarding their political party affiliation:

  2-5.2(a) In states where party membership is defined by voter registration – and one can
  legally register Green – those comprising the call and those attending the convention must be
  a registered Green Party member; or

  2-5.2(b) In states where party membership is defined by voter registration – but one cannot
  legally register Green – one cannot be a registered voter in another party; or

  2-5.2(c) In states where party membership is not defined by voter registration, one cannot
  also be a member of another party.

and inserting in its place a new Paragraph 2-5.2, to read as follows:

  2.5.2. Those initiating the call and attending the convention are subject to the same
  conditions regarding their political party affiliation, as would be required for service as a
  Convention Delegate, as provided by 2-1.1(b), above.

Implementation: Upon passage, the Secretary will direct the webmanager to update the "Rules of the Presidential Nominating Convention" with the changes expressed in this proposal.
