Background

There are two aspects to the existing
rules that are onerous. One to delegates, one to the
Credential Committee.

The existing rules require delegates to identify
themselves with a voter registration card. This is
excessive for most, and impossible for delegates from
states that do not issue voter registration cards. We
do recognize that some method of verifying identity is
necessary.

The existing rules also require Credential Committee
to post all delegate application info to a website
accessible to CredCom and delegates who are given
preliminary credentials. CredCom does not have the
expertise or time to create a password-protected
website with PDF and text files, issue logins and
passwords to roughly 800 delegates, and manage such a
system. The applications will be available in paper
form at the convention for review and CredCom is
available to answer questions about the applications
and fwd the text for review, which we feel is sufficient.

VI. CREDENTIALS PROCESS
A. DELEGATE CREDENTIALS PROCESS
8. Credentials shall be issued on-site by the
Committee during normal operating hours only at the
usual place of business for the Committee or at the
entrance to the Convention floor to each delegate or
delegate alternate who signs the Credentials Roll and
only when they have been granted credentials by the
granting in whole or in part of an application to the
Committee and to delegates who identify themselves
with a voter registration card.

A. DELEGATE CREDENTIALS PROCESS
3. The clerk of the Credentials Committee shall make
the application and all attachments available online
at a web-site to the Committee and to any delegate
awarded preliminary credentials by the Committee. The
on-line files shall contain links to a text version
and a PDF version of each application and any
attachment except that the clerk shall describe in the
text version of the application any attachment which
was not made available by the state Party making
application.
